Nearly 5% of the 19 million French who scratch tickets La Française games are "addicts" to the game An association advocates the introduction of a card to stop people addicted, as in casinos.
The scratch tickets have the coast, and it's not without risk! In France, 19 million people play regularly, and among them, 5%, so nearly a million simply can not do without it, according to the figures of SOS players.
So this association, which helps addicted to games, is worried about this addiction more and more present. According to them, everything is done so that the players can not get out and continue to play again and again. A dangerous practice defended by the Française des Jeux. In the public company, it is assured: "95% of French people have a recreational practice".
Some have "lost control" and play too much of their means. This is explained by Jean-Pierre Couteron, president of the federation Addiction. "The trap is that the stake is small, 1 euro, 5 euros, and promises gains of 200 000. We have the impression that for a minimum risk taking we will win a lot."
"It's a little drug but I do not want to stop!"
The other trap is that of ease while there are tobacconists on every corner. The most financially vulnerable populations are the most tempted by these scratch games. Calvin plays every day, and tells us he is ready to bet a lot of money.
"With 2 euros I won 1,400 euros It's very rare that I do not bet It's a little drug, we lose our money stupidly I would say, but I do not want to stop!"
A typical behavior of addiction according to Michel Reynaud professor of psychology. "There are psychological mechanisms in addicts that make you say: 'I was almost there, next time will be good' and then we start again to do it again."
The association SOS players recommends the introduction of a player card as in casinos to prevent the addicted players from losing their money.

According to article 2 of the law 2010-476: "is a game of chance a paying game where chance predominates over the skill and the combinations of the intelligence to obtain a gain".
Gambling is based on the fact that the player bets a sum of money in the hope of winning, knowing that the money involved can not be taken back, and the fact that the outcome of the game is linked to chance, even if the skill and knowledge seem to be taken into account.
Thus, some games are based on pure chance such as lottery (roulette, drawing games, scratching, dice, slot machines ...), and others, where the skill, experience or knowledge of the player are taken into account (poker, sports betting), but where the chance determines essentially the result.
Very old, gambling was initially a distraction. In ancient times, games were made of stone, wood, bone or ivory. Archaeologists have found in India, Italy, Mesopotamia, China ... From the Middle Ages to the end of the old regime, all social classes play, poor as rich, and bet according to their means, although gambling is banned by religions, which consider them a scourge, and by the state. It is to circumvent these prohibitions that have appeared clandestine playrooms. Faced with the difficulty of making them disappear, and in order to control them, these games will be subject to conditions by the State. They have become a source of income for the powers that be. The lottery, created in the 18th century, financed, among other things, the construction of the Military School of Louis XV.
At the beginning of the 19th century, legislation evolved and allowed the opening of casinos. In 1907, they are allowed in spas and climates, but banned in Paris. In 1923, another law will authorize games of chance and the opening of circles or gambling houses. All are subject to the State which levies money on the gross proceeds of the games.
In recent years, with digital progress, online games are very popular for their convenience and accessibility. A surprising result shows that, overall, the majority of players do not seek to make money in the long run but rather to have fun and have fun.
Gambling being a very broad theme, we chose to study casinos specifically. Currently, the most famous casinos are in Las Vegas, capital of the game, Monte Carlo, Atlantic City or Macao in China. In France, the largest casino is that of Enghien les Bains. The Provence Alpes Côte d'Azur region is the best endowed of the French regions, with about twenty establishments.
We will ask ourselves the following question: for whom are the casinos really profitable?
In order to answer this question, we will first see if casinos are profitable businesses, then the profitability of casinos for the state, and finally we will focus on players' winnings.
Casinos offer money-making games, such as table games or slot machines, and shows.
Players attending casinos are divided into several socio-professional categories. Employees represent 20% of the players. They are followed by retirees, for 13%, intermediate professions for 12% (professions between executive and executing agent, worker and employee, foreman), senior managers and liberal professions who also represent 12% of players ...
(source Study COFREMCA 2004/05)
Access to casinos is regulated. Many steps must be taken to open one.
There are nearly 200 casinos in France, divided into 17 groups, the most important of which are the Barrière and Partouche groups. The Joa (ex Moliflor) and Tranchant groups are also important in the sector.
Casinos generally choose to rely on luxury, high-end, to attract customers. It says on the site Lucien Barrière that "The Group has imposed the style" Lucien Barrière "with a high-end positioning and excellent service quality through high-identity hotels and prestigious casinos, real leisure complexes" .
Another strategy is that of the Tranchant group which, for example, has chosen to create a poker competition ("Tranchant Poker Tour"), but is also the only company in France to manufacture gaming equipment and to distribute and import machines. under.
French casinos account for nearly 30% of the gross gambling product, making France the European leader. But the casino sector records a drop in the PBJ since 2006/2007. The gross gaming revenue decreased by 1.8% in 2012 (1 November 2011 - 31 October 2012) to 2,275 billion euros.
Take the Barrière brand, which specializes in hotels and casinos. It is leader in France and strong in Europe. The brand brings together two groups: Lucien Barrière and Société fermière du Casino Municipal de Cannes. The latter is representative of the evolution of profitability in France: its turnover in 2013 is high, 44.7 million euros but is down 3% compared to the previous year in the PACA region, decrease due, according to the group, to the decrease of the tourist frequentation.
Casinos, however, face a new form of competition: online games. Developed recently with the arrival of the Internet, they allow access to the same games without having to move. Companies that own these sites are not subject to the same taxes and do not have to pay for premises, which is an advantage.
The profitability of the casinos is ensured for the most part by the games that they offer to their customers. Each casino is free to offer the games they want from a wide range of choices. We were interested in the most popular and famous, that is to say poker, blackjack and roulette for table games, as well as slot machines. Thus we can show that the games, and the players, ensure the performance of the casinos.
The game of poker consists of evaluating the probability of getting a hand (name given to the cards of each player) playable and to bid, when it is considered that his cards are strong enough, or to pass if one thinks that the we have little hope.
Poker is practiced in the form of many variants gathered in three large families, closed poker, common card variants and studs.
The probability of having a pair, that is, two cards of the same value, is the most common (just over 40%), but the probability of having two pairs falls to less than 5%, and one brelan (3 cards of the same value) is at 2.2%. As for the stronger combinations, they are even rarer: less than 1%, and even less than 0.05% for the square (4 identical cards) and the straight flush, in other words 5 cards of the same color. The safest is the draw: almost 50% ... This shows that the players earn little and return to the casinos a lot of their bets.
Profitability for casinos is thus ensured; they are always winners, since the players earn little, in proportion to the sums they bet. Thanks to the many losses of the players, the casinos can increase their turnover.
Now let's talk about blackjack. After receiving two cards, the player draws cards to approach the value 21 without exceeding it. The goal of the player is to beat the dealer by obtaining a total of points superior to the cards drawn by it or by seeing it exceed 21. Each player plays against the dealer, who represents the bank, or the casino.
Today, Blackjack is one of the most popular and most popular games in the casino world.
The success of blackjack drives enthusiasts to look for a method to win more often and be long-term beneficiaries against the bank. In 1953, Roger Baldwin will revolutionize the game by publishing an article entitled Optimal Strategy in Blackjack, systematizing the use of mathematical rules for the practice of Blackjack. These are grouped in one table (below). With these rules, he challenges the casinos.
But this game gradually loses its momentum with the creation of card counting machines. Indeed, because of these machines, the advantage always remains on the side of the casino; the real players are destabilized, and lose their taste for the game. However, the casino is a winner because the victory is less certain.
Despite the techniques used by the players to achieve their goals, the advantage remains always on the side of the casino. In addition, these companies are ready to use all means to win the most gains possible, and disadvantage players.
Roulette is a casino game of chance. There are 36 black or red numbers and 1 to 2 green boxes 0 depending on the type of roulette.
It is obvious that if we put our chips on a single number, we are much less likely to win than if we bet on par or red. However, our earnings will be higher.
In order to increase their chances of winning, players resort to probability calculations. The calculation of probabilities is based on the same formula: "number of favorable cases / number of possible cases". Thus roulette, if you put on a number, we have a chance on 37 to win. If we put on black, that is to say on the fact that the ball will fall in a box of this color, we have 18 chances out of 37 to win, because a roulette has 18 black squares, 18 red squares and the 0 which is green.
For a simple bet of one euro to roulette, you will lose on average 0.0139 euro each time. In other words, it means that the casino takes 1.39% of the bets on this game.
Indeed, the expectation of a game is always negative; otherwise the casino would lose money. But do you figure that the simple bet on roulette is the most profitable game for bettors. Most lotteries have a levy rate of 40% to 60%.
Some games are more profitable for players, like roulette, because they can recover some of their bets. However, the casinos are once again the big winners. They always recover a part of the stake of a player, even tiny, which guarantees their profit.
Slot machines, there is no particular strategy because it is really a game of pure chance. Everything is possible and nothing is certain.
All slot machines nowadays use computers, it is impossible to determine the exact probabilities.
But we can look at the potential gains. The average margin of slot machines is around 9%. In the long run, a machine will make 91 cents of each euro previously played. Of course, these machines would not be profitable for the casinos if every time a player played a euro, he received 91 cents. Because machines are programmed to randomize payouts, they remain an attraction rather than a source of income for players.
Machines are a special case. They are a distraction, they attract players, especially inexperienced players, who primarily want to be entertained. As a result, they account for the largest share of casino sales and further increase the profits of these companies.
Whatever game we play, the casino has the mathematical expectation of winning a certain percentage of our stake, regardless of the outcome.
In the long run, the casino will be the big winner. When placing a bet at the blackjack table or inserting a coin in a slot machine, we always face a disadvantage against the casino. Indeed, as this diagram shows, the big winners represent only 0.5%, the winners 9.5%, while the losers represent 85%. Casinos are therefore really profitable businesses, thanks to the games.
State-imposed regulations: installation rules, limits
In 1907 was created the fundamental law for gaming in France. It allowed play circles and casinos in the thermal sites by adding the climatic stations. In 1920, a rather restrictive decision appeared: no casino could be built less than one hundred kilometers from the capital but, eleven years later, an exception was made to the city of Enghien. The state establishes a progressive levy on revenue.
In 1969, a decree authorized three new American games: American roulette, blackjack and craps.
There are two decisions that are very important for the current period:
- the Chaban-Delmas amendment, which, since 1988 and under certain conditions, allows the establishment of casinos in cities with more than 500 000 inhabitants,
- the authorization, in 1987, by Charles Pasqua, Minister of the Interior, slot machines in casinos and they alone
These two authorizations provoked a spectacular restart of the activities and the turnover, aroused some very important projects and realizations, in particular in Lyon, Bordeaux, Lille, and increased the recipes of the State! There were 160 casinos in 1999 and 170 in 2001, compared with only 135 in 1985.
The Superior Commission of the Games was created by the decree of November 6, 1934. Its current status dates from 1975. It is charged to examine the applications for authorization or renewal of authorization of games of casinos and circles.
It is made up of 15 senior state officials, including two State Councilors, the most senior of whom is president, two master auditors of the Court of Accounts, two inspectors of finance, and so on.
Several elected representatives sit on it: a deputy, a senator, two mayors of classified communities, and the president of the National Association of Mayors of Climate Stations.
For any request for creation, extension, reopening or, conversely, provisional or definitive closing of the casino, the Superior Commission of the Games decides on the bases of a voluminous file. The files include the opinion of the municipal council of the municipality, the prefect, and especially the in-depth investigation of the general information of the department which gathers all the required elements: morality of the candidates, plan of financing, origin of the capital invested, quality of the personnel planned, specifications envisioned by the municipality, programs offered by the casino in terms of catering, cultural activities, entertainment, etc.
The debates in the Commission are deepened. The mayor of the municipality concerned is invited to defend his project and highlight its importance for the development and the economy of the municipality.
The Superior Commission of the Games, according to the legislation in force, is based in the first place, to formulate its opinion, on the respect of the criteria of implantation required. We can ask ourselves how the Higher Commission of the Games will have to answer to a demand of creation of casino, not for a city of more than 500 000 inhabitants, but for a community of cities or communes answering this criterion of population.
For now, the High Commission of the Games has adopted the restrictive design of "the city" and nothing else.
The Commission Superieure of the Games is well aware, for example, that the revamp of the casino of Amneville saved economically a whole area of Lorraine.
But in fact, its real mission is to curb the demands of creating casinos, slot machines, increasing their number. Faced with incessant demands in this area, it slows down, estimating that six months to a year of waiting allow him to better appreciate the intentions of the communes.
The gambling sector in the casinos is one of the most penalized in terms of taxation since it includes six different taxes and levies, to which are added the common law taxes.
We have therefore broken down the taxation of casinos, in order to explain the gains of the State on the turnover of the casinos.
First of all, the State guarantees a levy, called progressive State withdrawal, calculated according to tranches varying between 10 and 80% of the GDP (the gross product of the games) after application of an abatement, that is to say that is, a decrease in taxation, by 25%. This levy is partly paid to the municipalities.
The state transfers to the municipalities another share of the turnover of the casinos: the levy of the communes, fixed initially by the specifications, capped at 15% of the PBJ, after abatement of 25%.
The two fixed levies of the State, instituted from January 1991, without any allowance, amount respectively to 0.5% of the gross product of the table games and 2% of the gross revenue of the slot machines.
The application of the Social Debt Repayment Contribution (CRDS) represents an additional charge of 3% of the gross proceeds of the games.
Casinos are also forced into the Generalized Social Contribution (CSG), currently 9.5% of the gross revenue of slot machines. (The winnings of players over € 1,500 are also taxed at 12% under the CSG).
After having settled all these levies, the casinos still bear, like any private company, corporate tax or income tax according to their legal form, property and professional taxes, taxes on their wages. All these levies, taxes and others, donated to the State are an important contribution.
Indeed, in 2010, the levy of the State and municipalities of 1.2 billion euros accounted for 52% of the gross proceeds of the games.
Net gaming revenue (share held by casinos) amounted to € 1.1 billion, representing 48.14% of gross gaming revenue.
The state gets most of the revenue from the games. Casinos are therefore very profitable businesses for the state. This does not mean that the casinos lose all profitability because of the levies of the state, they remain obviously profitable for themselves, thanks to the share of the turnover that they always have and also to the other activities that they propose (restoration, shows ...).
The Gross Product of the Games
What is commonly called PBJ (Gross Product of the Games) is the turnover of casinos. This is the difference between the bets and the winnings of the players. To use more economic terms, this corresponds to the base of the levies of the State and the communes on the product of the activities of the games of the casinos and the circles of games. It is divided between slot machines and table games.
The state thus profits from important gains thanks to the turnover of the games of casinos. Indeed, it takes on these companies more than half of their gross product. It ensures a significant return. We can say that casinos are really profitable for the state.
However, it should not be thought that casinos are not winners; in addition to their turnover, they recover their loss through the proposed activities, such as catering or hospitality, and thus ensure a significant profitability.
The casinos are subject to a law providing for a minimum percentage of redistribution which is 85% for slot machines and which is higher for table games.
The casinos therefore have different games that we have seen previously. Depending on the game, the redistribution rate is different:
The calculation of this percentage is based on the amount of money that is donated to the winners.
Specifically, if the redistribution rate of a casino is 85%, it must be concluded that 85% of the total amount that has been played in the casino is paid to the winners. Logically, it must be deduced that the casino's profit is 15%.
If all the players who use one slot after another a slot machine for the whole of their lifetime will bet € 100,000, and they all play optimally, they will recover € 85,000, and the rest will go to the casino.
These rates still differ in online casinos which they can afford redistributions of up to 98% thanks to economies of scale. Indeed these casinos do not require croupiers, do not have the constraints of a land-based casino (staff, cost of the premises), have customers who can come from different places ...
These rates are theoretical: a slot machine, during a certain period of use, can redistribute more than 100% of the bets if several jackpots fall as a result, as it can be lower if the players do not play the best way.
The casino business is controlled by the Ministries of the Interior and Finance who control the sincerity and regularity of the games. Casinos have the highest redistribution rate of all gaming systems, so more than sports betting, for example.
But you should know that this rate is an average over a period of time: a slot machine will not allow you to recover 85 euros if you play 100 euros. It will be a lot more if you hit the jackpot, and it may not be anything. In the same vein, roulette can pour more or less to a table one day than another. The players are still rather losers, indeed there are only a few of them who receive large sums. The others are losers, and can easily fall into addictive behavior.
Addiction refers to the subjugation of a subject to a substance or activity of which he has become accustomed sometimes, in spite of his own will, by a more or less repeated use. When linked to an activity, it is probably due to a release of endorphins into the bloodstream related to the pleasure provided by this activity.
Addictions can lead to physical or mental disorders, even leading to the death of the subject. There are addictions to caffeine, sports but also gambling, mainly gambling like the casino.
The different games are a means of entertainment, to spend time escaping the daily routine. Studies show that between 3% and 5% of people would be gambling addicted. Some people can sit for hours in front of a slot machine and thus surely contract a form of addiction, considered a disease.
However, it is the people with psychological problems who are most likely to fall into the world of addiction. Addiction to gambling, which is not a new problem, has only been publicized recently because of the increase in its number. This problem is likely to get worse because now, ads are blooming on the Internet or television. What becomes dangerous is the fact that influential miners see this kind of advertising. Indeed, even if entry to casinos is prohibited, it is only a few clicks to access the world of gambling. For the casinos, the communication is very important, they set up marketing plans, sources of addiction.
Moreover, it seems that certain game-related characteristics are nevertheless linked to the development of addictive practices, in particular the delay between the bet and the expected gain, and the possibility of replaying quickly. Pocketing a big win in the early days of gaming is also a vulnerability factor. Players think that after winning once they can win even more. Some people, under the influence of the game will go to ruin totally. At the individual level, the factors involved are related to gender, age, and personal and family history. Men seem more vulnerable than women to excessive gambling. An early age of gambling initiation can also be a risk factor. According to some studies, older people also constitute a population at risk for certain types of gambling (casino games, slot machines). They fill their loneliness and their boredom by the mere presence of the ambient environment (light, music, meetings). The presence of a family history (addictive behaviors, mental disorders) is also a factor of vulnerability. Finally, at the personal level, some antecedents may be linked to the development of risky gambling: in adolescence, personality dimensions (antisocial personality, impulsivity, sensation seeking).
Some signs allow us to identify a problem gambling practice:
- Remarks and criticisms of the entourage concerning the practice of the game,
Feelings of having difficulty managing the time spent playing or money bet,
- Increasing financial losses,
Feelings of depression, anxiety or tension before playing
- Abandonment or disinterest for other leisure activities,
- Negative consequences on professional or academic life (playing instead of revising, leaving work early to go play).
In these cases solutions are possible, such as being banned from play, or resorting to psychotherapy helping the patient to work on himself so that he understands how he arrived at the addiction.
Here is a testimony that represents the gear that entails this phenomenon:
Michel: "I write to you because I am at the edge of the precipice. I am addicted to the casino. It made me completely unconscious. Indeed, since the month of September I diverted money in my work to be able to go to play slot machines. But now, today my boss has just realized, and I risk very big. Nevertheless, my desire to play is always there, so strong, and a new envy invades me: that of putting an end to my days, because I wonder how I will speak to my family. I beg you, tell me what I have to do! ".
So we see that casino games are not really profitable for some players, and leads to them an addiction, which will lead to additional expenses, such as therapy, or that could lead to tragic acts.
We wondered about the profitability of casinos, especially for whom they were profitable. Thus, we have seen that they are above all profitable for themselves, thanks to all the services they offer. Shows, hotels and restaurants, which are found in the same complex, complement their turnover and increase the benefits of gambling alone.
But casinos are also a source of revenue for the state. Indeed, the levies and taxes that the State has put in place report to the latter a significant share of the turnover of each casino: more than half of the gross proceeds of the games.
The players are probably the ones who earn the least: only a few lucky winners hit the jackpot, while the others lose their bet, and sometimes even develop addictive behavior costing them even more, financially and psychologically.
However, in recent years, new technologies have taken an important place in our society and therefore also in the gaming market. The development of the internet has resulted in a new form of casinos: online casinos, increasingly popular with players for their many benefits, as the higher redistribution rate gives more chances to make more money.
The increase in the number of virtual casinos is a competition for real casinos, which could be detrimental to them. And, because the taxes on this type of casinos are fewer, the state will gain less.
